Preheat oven to 350 degrees.
- In a bowl whisk together the following ingredients: 1 cup all-purpose flour, ½ cup sugar, 2 tablespoons unsweetened cocoa powder, 2 teaspoons baking powder and ¼ teaspoon salt.
- Add to the dry ingredients: ½ cup skim milk, 2 tablespoons canola oil and 1 teaspoon vanilla extract. Mix together the dry and liquid ingredients. Pour the batter into a 9×9-inch baking pan; spread out evenly. Pour 1½ cup hot water over the top of the batter. DO NOT STIR.
- Bake for 35 minutes. Let it stand for 10 minutes before cutting. Cut into 9 squares. Serve with a scoop of reduced-fat ice cream or frozen yogurt.
